I research how to use build a dandelion on Blender in Youtube, i find this tutorial, even its not the dandelion what i imaged but its so cute, fluffy same like dandelion.

use particle properties on ico sphere, choose hair

use two blue area lights and two orange area lights to give it glossy view.

I use key frame and change some rotate and scale to give the bubbles simple animation.
